In fact, Goku tells Chichi in the first episode of Dragon Ball Z that he loves another woman.

Chichi has always been very honest about her love for Goku and she can never stay angry at him for long periods of time because she loves him so much.
Goku has only said “I love you” to Chichi once, which was after the Kid Buu battle ended.
